   Client Steering normally returns a list of target URLs in a Locations field. When RGB is enabled, client steering only returns a single target URL of the last DS evaluated. 
   
   Working (RGB disabled):
   ```
   locations":["http://ec1.targetds1.cdn.customer.com/master.m3u8?trred=false",
                      "http://ec2.targetds2.cdn.customer.com/master.m3u8?trred=false"]}
   ```
   
   Broken (RGB enabled):
   ```
   "locations":["http://ec2.targetds2.cdn.customer.com/master.m3u8?trred=false"]}
   ```
