Actually it's only when you use the global login link (ie the one at top right: webtools/control/checkLogin/main). if you use the one in the webtools main page (webtools/control/checkLogin) it works. So adding /main to this URL seems the cause of the issue and the difference with other applications. 

This can be reproduced on trunk demo.

I wait for Daniel's feedback on OFBIZ-9593 before going further...
