IMPALA-6917: Implement COMMENT ON TABLE/VIEW

This patch implements updating comment on a table or view.

Syntax:
COMMENT ON TABLE t IS 'comment'
COMMENT ON VIEW v IS 'comment'

Testing:
- Added new front-end tests
- Ran all front-end tests
- Added new end-to-end tests
- Ran end-to-end DDL tests
