Spamassassin not checking email

I have the following headers in my local.cf
add_header all Flag _YESNOCAPS_
add_header all Status _YESNO_, hits=_HITS_ required=_REQD_  
tests=_TESTS_ autolearn=_AUTOLEARN_ version=_VERSION_
add_header all Level _STARS(*)_
add_header all Checker-Version SpamAssassin _VERSION_ (_SUBVERSION_)  
on _HOSTNAME_
add_header all Score _SCORE(PAD)_

but in my mail client I get:
X-Spam-Status: No, hits=0 tagged_above=-999 required=5 tests=
X-Spam-Level:

Mail Client:

Server: (same config dir as spamd is running with)
spamassassin -t --configpath=/etc/mail/spamassassin/ < 4779.

I don't know why they are different.  to me it looks like spamd is  
not checking email.
Server is setup with amavisd
Do I need to add something to the config for it to work?

Make sure in amavisd.conf you have enabled network tests:

$sa_local_tests_only = 0;

If using amavisd-new, these settings will not be used.

Are you certain the sample you provided hit any rules? Try again with 
nothing on the Subject: line. This will at least hit one rule 
(MISSING_SUBJECT).

This shows this message was scanned, and scored.

You should not run spamd when using amavisd-new.
Amavisd-new uses the Mail::SpamAssassin Perl module, not spamd.
