Requested new mailing list for CI server notifications

Hi all,

I filed this JIRA issue with infrastructure to create a mailing list for
build notifications:

     https://issues.apache.org/jira/browse/INFRA-1562

I asked infrastructure to see if they have a standard name they use for such
a list.  I also recommended some options like:

     ci@directory.apache.org
     builds@directory.apache.org

If others have some recommendations please let me know or feel free to add
to the comments of the issue.

Hi guys,

as soon as you do an 'Accept-all', the e-mail will be accepted forever as valid.

FYI, I have already accepted-all the lat notific

Yeah I can forever accept continuum@vm094.oxylos.org as a moderator but I
don't think set this property.  I think by default all auxiliary mailing
lists like commits for example are set to have dev as the mail-to.  We can
test it ... if not I think we need to ask infra to update this for us on the
ML.

The mailinglist notifications@d.a.o is created (see also [1], [2])

@moderators (or admins) of this list (I think that PMCs have rights to 
do this):
- Can you please add the address "continuum@vm094.oxylos.org" to be 
allowed for posting
- Set the reply to of this ML to dev@directory.apache.org
