IMPALA-13219: test_rows_sent_counters is flaky due to CreateResultSetTime check

The test_rows_sent_counters test expected CreateResultSetTime to be in
the range of [2400, 2600] ms for
    'SELECT sleep(100) FROM functional.alltypes LIMIT 25'.

However, as noted in 'man 2 nanosleep', even after a sleep completes,
there can still be a delay before the CPU becomes free to execute the
calling thread. On loaded test environments, this CPU scheduling delay
accumulates across the 25 rows, causing create_result_ms to slightly
    exceed 2600ms.

To deflake this test, this patch increases the upper limit of
    create_result_ms from 2600ms to 2800ms.
