Implemented config.layout

The layout can be selected at configure time using the --enable-layout=ID where ID is layout name.
Default layout used is named TrafficServer and it's directory layout structure is the same as with previous TS releases

Other layouts can be found in config.layout file and we will probably extend that file in the future to include
some major Linux and other OS distributions official layouts.

Any layout value can be overridden at configure time by using the appropriate parameter.

Eg. default layout value for cachedir in config layout file is
cachedir: ${localstatedir}+
Here the plus character at the end is replaced by string /trafficserver with configure
and the real default value will be /usr/local/var/trafficserver

The ./configure --cachedir=/some/other/path will override that value and will be used instead
the previous one.
