As you already guessed, this is a webMathematica installation problem.
It's not a tomcat issue per-se.  So I've marked it as off-topic for this
list and modified the subject.

Is there a webMathematica-taglib.tld file under the root of your
webMathematica webapp?  What does your directory structure look like?
