You can start by creating a ticket on our issue tracker (
https://issues.apache.org/jira/browse/LIBCLOUD) and attaching your patch
there.

Here you can also find some general guidelines about contributing to the
project - http://libcloud.apache.org/contributing.html. Let us know if you
get stuck or need help.
