Provide a property to set the offset for label, or make the padding property effective.
### What is actually happening?
Can't set the offset for label, padding property does not take effect.

Not sure if it's a bug. You can notice it takes effect if you try to add a background color. But it seems not participating in the layout. One workaround is to use [`label.offset`](https://echarts.apache.org/en/option.html#series-bar.label.offset), such as `offset: [0, -60]`.
