   An attempt to improve stability of _Action limits should be aborted when exceeding its memory limits_ test
   
   ## Description
   As seen in #3246 the memory limit test fails intermittently with high rate. For now there is no deterministic way to reproduce the test failure. I think. it mostly happens when system is low on memory then directly allocating a big buffer fails before it can lead to OOM.
   
   This PR tries to improve that by consuming memory by gradually increasing an array. So far in few runs done this test at least does not seem to fail
