cannot resolve '/tags/struts-template.tld during weblogic.jspc

I'm just trying to precompile my jsp's using weblogic.jspc on WLS5.1sp10

and I get the following error:
nested IOException: java.io.IOException: cannot resolve
'/tags/struts-template.tld' into a valid tag library
