Eagle create a SiddhiRuntime for each policy, it is good for unloading a policy or adding a policy, but it looks heavy also, today in production test, when we have 10 light-weight policies, it need about 0.1ms to finish evaluation, we need investigate if SiddhiRuntime-per-JVM would reduce the latency.
