[VOTE] Release Apache Stratos 4.1.4-RC1

Hi All,

This is the first release candidate of Apache Stratos 4.1.4. Please use the
[Discuss] thread for anything but votes.

This release fixes the following issues:

Hi,

It seems there has been an error made while doing the maven release
perform. Release artifacts are not properly deployed to staging repo. I'll
start another release vote after fixing this. Sorry for the inconvenience.
