[I] [BUG] - [3.2.2] 注册中心异常重启后，服务实例虽然重新注册了，但是实例在注册中心的状态会一直处于STARTING [servicecomb-java-chassis]

### Steps to Reproduce
1. sdk版本为3.2.0
2. 当前版本的注册逻辑为在SCBEngine中在registrationManager.run执行完后，将注册中心的服务实例状态改为UP
3. 但是当注册中心异常重启后，服务重新注册时，并不会再修改注册中心服务实例的状态，从而导致注册中心中，服务实例的状态一直是STARTING
### Expected Behavior
注册中心异常后，服务实例重新注册能够将状态修改为UP

参考 https://github.com/apache/servicecomb-java-chassis/pull/4670/files 。 最新版本对注册流程进行了调整， 服务注册完成后，框架不主动更新实例状态。 需要业务自己监听 `AFTER_REGISTRY`事件来更新实例状态。 （因为很多的场景，业务需要自己控制更新实例状态的时机）
按照这个新的调整， 貌似能够解决你们的问题，可以试试。

sdk在初始化的时候会把instance的状态改starting，服务注册成功后，sdk会调用注册中心接口更新实例状态为UP，但是其没有更新自身内存中的实例状态，所以等到注册中心异常，再重新注册的时候，实例初始状态还是STARTING，但是这一次注册没有更新实例状态的步骤了
