    [SPARK-56409] Consolidate `Netty` exclusions into root `build.gradle`
    
    ### What changes were proposed in this pull request?
    
    This PR consolidates 6 repeated Netty exclusions from 3 dependency blocks into a single global `configurations.all` block in the root `build.gradle`.
    
    ### Why are the changes needed?
    
    The same 6 Netty module exclusions (`netty-codec-classes-quic`, `netty-codec-native-quic`, `netty-tcnative-boringssl-static`, `netty-tcnative-classes`, `netty-transport-classes-io_uring`, `netty-transport-native-io_uring`) were duplicated across `spark-submission-worker/build.gradle` and `spark-operator/build.gradle` (16 lines total). Centralizing them reduces maintenance burden and ensures consistency.
    
    ### Does this PR introduce _any_ user-facing change?
    
    No.
    
    ### How was this patch tested?
