Tasks to be done in this JIRA:
1. Edit the relative paths in https://github.com/apache/incubator-systemml/blob/master/src/main/python/uploadToPyPI.sh  and move it to dev/release
2. uploadToPyPI.sh creates a tar.gz as part of `python setup.py sdist`. Doing `python setup.py register sdist upload` uploads it to PyPI. It will also be good to release the tar file along with other artifacts.
