Wiki on Adding config parameters at different scopes

Hi all,

As we know we have now the configuration parameters at different scopes (account, zone, cluster, or primary storage). https://issues.apache.org/jira/browse/CLOUDSTACK-741

I have prepared a wiki on how to use and add configuration parameters at different scopes.
