[I] [Bug] [standalone-server] use Docker quickstart but toast "资源不存在:null" [dolphinscheduler]

### What happened
follow doc: https://dolphinscheduler.apache.org/zh-cn/docs/3.3.1/guide/start/docker
and run
```
$ DOLPHINSCHEDULER_VERSION=3.3.1
$ docker run --name dolphinscheduler-standalone-server -p 12345:12345 -p 25333:25333 -d apache/dolphinscheduler-standalone-server:"${DOLPHINSCHEDULER_VERSION}"
```
it runs successfully, but when I login, it shows

### What you expected to happen
I follow the source code to `org.apache.dolphinscheduler.plugin.storage.api.AbstractStorageOperator#getStorageBaseDirectory(java.lang.String, org.apache.dolphinscheduler.spi.enums.ResourceType)`
maybe I need to `mkdir /tmp/dolphinscheduler/default/resources` mannully?
(I tried this in local binary deployment but also toast `资源不存在:null`, so I turn to Docker deployment, also toast `资源不存在:null`)

我使用k8s部署，也遇到了这个问题，版本是3.4.0和3.3.2都有，部署命令是

当启动api-server时登录页面提示资源为空，后端报错：
`java.lang.NullPointerException: null
at org.apache.dolphinscheduler.api.service.impl.ResourcesServiceImpl.queryResourceBaseDir(ResourcesServiceImpl.java:402)`
是因为， Bean StorageOperator storageOperator is null;
查询后台日志关键原因是：读取common.properties 文件被覆盖

也许我重新下载3.3.1也不能复现我的问题。
因为我是改变api-server的打包类型（war）才出现的这个问题，在改变之前从ide运行或者部署到Linux也没有出现这个问题。
也许是像题主一样用docker部署可以复现吧。
另外我这个问题是在部署tomcat的时候才会出现。在ide里并没有。
我想，在issue 里 类似于storageOperator is null 都可能因为common.properties 被覆盖了吧

### What you expected to happen
I follow the source code to `org.apache.dolphinscheduler.plugin.storage.api.AbstractStorageOperator#getStorageBaseDirectory(java.lang.String, org.apache.dolphinscheduler.spi.enums.ResourceType)`
maybe I need to `mkdir /tmp/dolphinscheduler/default/resources` mannully?
(I tried this in local binary deployment but also toast `资源不存在:null`, so I turn to Docker deployment, also toast `资源不存在:null`)

and run

```
it runs successfully, but when I login, it shows
