bug report handling

Please ignore the who part of my previous email as has been kindly pointed
out to me I should have just used the "view bug activity" option.  However,
the "spurious changing of bug status" part of my email holds.  Can just
anyone change a bug's status?  If so, that's a problem that we need to
fix.  I don't appreciate the spurious changing of the status of bugs,
especially when they are incorrectly modified.  In this case, the original
reporter of the bug went in and changed the status of the bug without
heeding the bug resolution comment.  The procedure I would recommend
is that anyone can report a bug, but once reported, only the committers
(or whomever is responsible for investigating and resolving the report)
associated with that project may alter the status of the bug (and that
all status changes require supplemental comments).  I believe this is
supported by bugzilla, but perhaps nagoya hasn't been configured this
way.  Thoughts?
