CLOUDSTACK-9131: Create a new API to check if the plugin is enabled.
Adding a new command to check if the quota plugin is enabled.
Also changed the command version to 4.7.
You can merge this pull request into a Git repository by running:
$ git pull https://github.com/shapeblue/cloudstack master-CLOUDSTACK-9131
Alternatively you can review and apply these changes as the patch at:

LGTM, both users and admins can login with/without this plugin enabled.
User login with plugin disabled:
Enabled plugin, restarted mgt afterwards:

I will also start some integration tests to be sure.
