About Uyghur Language

Hi,
I like to help translate OpenOffice and Apache Projects to Uyghur. But in the pootle server (
https://translate.apache.org/ ) , there is no Uyghur Langugae. 
Is it possible to to add Uyghur to the Language List?  
I like to register to Pootle. how to do that?
