[PATCH][Collections] StaticBucketMap collection views

The collection views of StaticBucketMap are now backed by
the map.  Slowly.  Incredibly, painfully slowly.  But, they 
ARE backed by the map.

TestStaticBucketMap now has enabled bulk tests, and doesn't
override any of the TestMap verifications.

StaticBucketMap now passes the full suite of TestMap tests...
