We need a CLI that offers the following functionality:
# Initialization of a new Amaterasu compliant git repository
# Scaffolding based on a maki.yml file
# Running an Amaterasu pipeline (need to bring ama-start.sh functionality into the CLI)

The CLI needs to be packaged so it is easily installed via one command (e.g. setup.py)
It is a given, but each piece of functionality must be backed by tests
