This doesn't look like a bug to me.
-- searchPath is used to specify an additional place to look for suitable plugin.
Right now it actually finds the plugin, sees that its version is not suitable (i.e. higher than pinned one), then goes to npm to fetch suitable plugin.
Seems like expected behavior to me.
