Revised Downloads Page

Mentors,

I have revised the Downloads
<https://datasketches.apache.org/docs/Community/Downloads.html> page.
Please review to see if this satisfies the requirements.

Thank you for running the script.

I modeled the links of our Downloads page from the *Releases* section of
http://incubator.apache.org/clutch/datasketches.html assuming that that was
the correct implementation to follow.

It also seems consistent with the policy statement from
https://www.apache.org/info/verification.html:


"You are encouraged to download the releases from our mirrors. Signatures
and checksums are only available from the official Apache Software
Foundation site."


I even tried downloading the Signatures and Hashes from the dyn/closer/lua
site and it resolved to the https://downloads.apache.org/incubator/...
which is what the clutch report uses and what I used in our Downloads page.

If what I implemented is not correct then I gently suggest that the Apache
documentation could be improved with correct concrete examples and more
precise wording of the policy statements.

Just let me know what I need to change.

Snapshots should not be offered from the download page. You can have developers ask on the dev@ mailing list.

Could you run the test script you wrote that scans websites for compliance
with various rules including the downloads requirements on the
datasketches.apache.org site?
