Well these tests actually check the parts of HBase that require a network. So I'm not sure the tests really need improving if they demonstrate the problem (if the network is broken).

However I think a patch that adds mocking of DNS and clock to EnvironmentEdge and/or modifies these unit tests to use that would be accepted.
