Ok tried also with a fresh checkout and a "ant run-install".
After run-install the runtime/log folder contains the following files:

I'm also not sure why the slf4j should change something. Because the log4j config isn't touched.

i made a quick test with an empty runtime/logs folder. After running the tests the folder contains the expected files (including ofbiz.html).
Could you pls try to reproduce the failure?
