[PR] [docs] Reorganize project guides and add SVG diagrams [paimon]

### Purpose
The Project section has an empty landing page, mixes contributor guidance with release operations, and relies on legacy HTML for the contribution workflow. Add a task-based landing page and group navigation into downloads/security, community, and releases.
Separate the release overview and post-vote publication steps from candidate preparation while preserving existing page URLs, release commands, and requirements. Rewrite the contribution guide in Markdown, clarify artifact selection and verification guidance, and add editable SVG diagrams for contributions, the release lifecycle, and artifact publication.
### Tests
- Docusaurus production builds for development and stable configurations; the stable build also uses strict broken-link checking.
- REST Catalog and REST Management OpenAPI validation.
- Verified conditional download sections, repository URLs, and version interpolation in both builds.
- SVG XML validation, browser rendering, and text-boundary checks for all three diagrams.
- `git diff --check`.
