-Dcatalina.base=... does not work, but export CATALINA_BASE=... does

RUNNING.txt tells me to

  .../bin/startup.sh -Dcatalina.base=...

but that does not work for me.

Tomcat ignores the Catalina-base I'm trying to tell it, and starts with
Catalina base = Catalina home instead.

However, doing

   CATALINA_BASE=...
   export CATALINA_BASE
   .../bin/startup.sh

works as intended.

I suggest fixing the documentation in RUNNING.txt.
