cvs2svn: "No origin records for branch" with file added on branch.

cvs2svn seems to have difficulties with files initially added on a branch,
dieing with "No origin records for branch".

Attached is a tiny RCS file which reproduces the bug.

I will file an issue tomorrow, to allow time for initial discussion.

Tested cvs2svn.py version is current HEAD (6696):
Last Changed Rev: 6567
Last Changed Date: 2003-07-24 21:53:45 +0100 (Thu, 24 Jul 2003)

Command line is: cvs2svn --dump-only dir-containing-only-the-attached-file

Ah.  Yes, with this kind of bug sometimes we fix it for the regression
case, but don't realize that there are other ways it can be
stimulated.

Issue 1302:
http://subversion.tigris.org/issues/show_bug.cgi?id=1302
sounds similar, but the repro cases attached to that issue do not trigger
the bug.

No other issues sound appropriate. I will file a new issue later today.

I think this is already filed, can't remember exactly which issue, but
there are only a few possibilities in the 'cvs2svn-1.0' milestone, it
should be easy to find which one.
