Fixed in svn r738188 ( https://svn.apache.org/viewcvs.cgi?view=rev&rev=738188 )
Junit added. Note - all comparison operators were affected by this change. So
now, "AA"<"aa" evaluates to FALSE and "AA">"aa" also evaluates to FALSE.
