win32 build needs redo with newer compiler, maybe with just nmake or solution
(.sln). it would take work for nmake, maybe the existing makefiles could be
converted or could be made from scratch.
the solution needs to have 32 and 64-bit targets selectable, likely as 2
separate projects using a newer compiler.
please statically compile it so that the runtime is not necessary (re-examine
license if necessary).

it's 32-bit binaries only, if you compile it with what's there.
