   Introduce the basic framework for running scala
   - new conf: kyuubi.operation.language
      - current supported values: SQL,SCALA (case insensitive)
      - default: SQL
      - SQL to SCALA -> `set kyuubi.operation.language=SCALA`
      - SCALA to SQL -> `spark.conf.set("kyuubi.operation.language", "SQL")`
   - Scala Operation is running in sync mode
      - an REPL for one FE sync thread
      - REPL holds an SparkSession and the ILOOP context
