   Kyuubi has enabled RESTful protocol by default since 1.8, the UI is auto-enabled when RESTful protocol is enabled, for some reasons, user may want to disable UI while enabling RESTful protocol.
   
   ### Implementation steps
   
   Make enabling Web UI configurable
