Yes, and if you are deploying a webstart jnlp-descriptor-file along with the jar, the jnlp file should contain its own url in order to have webstart function optimally.  So you need the final url to generate the jnlp.

Description:
Actually the POM has the distributionSite and distributionDirectory properties for distribution deployment, but there is no property containing the distribution URL for users.
A new distributionUrl property will be useful for a built-in "download" page and for the release announcement generation.
