I tried again today and now it seems to work. The UI looks different than before, so I guess one of the recent JIRA upgrades solved it.

> Hello. It seems that since the recent upgrade of JIRA, attempting to comment on issues via my smartphone (Samsung GS2, using Chrome, running JB 4.1.2) is horrible. The JIRA issue logo takes up almost the entire screen, and I have to scroll left and right to see what I type. I used to do it fine (though with an iPhone in the past) before JIRA was upgraded, so I guess I cannot tell for sure if it's my smartphone/chrome or the upgrade.
