Whom to ask for importing the historic NakedObjects SVN drops?
This needs svn admin rights which I most probably do not have.

It seems reasonable to import to another area, and port stuff over to
trunk as you have vetted it. You will make your SVN history a bit less
clear, but the history will still be there. 

We just can't do that in private.

It is IP cleared.

One of my sister projects to be imported currently uses Hibernate (LGPL) 
which needs to be removed as a dependency; this was identified in the 
proposal.

The codebases being imported currently live on SourceForge, so are 
already public.

Mark's suggestion (Mark is our champion) to import this stuff into a 
different area than trunk seemed reasonable to us, for two reasons:
1) It helps us separate out code with a non-ASF licensed dependencies.
2) It also lets us make sure we get things like imports and class 
renames sorted out before we move it into trunk.  One of the conditions 
from Naked Objects Group Ltd (who've granted an CCLA for this code) is 
that the product is no longer called "Naked Objects"; that means 
removing all references to "NakedObject" in the codebase (eg 
NakedObjectException -> IsisException).

Long term, I don't myself see any reason per se to mark that area 
private, other than to avoid confusion from anyone informally browsing 
the SVN repo and wondering which is the main trunk.  But I think Mark 
has also responded to your point.

Since - as Upayavira has pointed out - no code should nor can be made 
private, can I suggest instead that we import into 
isis/contrib/initial-import (rather than isis/private/initial-import, 
which is what the ticket [1] currently states?)

Technically it is possible to prevent people viewing a portion of *our*
copy of our repo. But folks can collect a copy via rsync, and they have
complete access to the whole thing. Any protection we put on will not
work then.

Has it been in a public SVN? If so, just dump it into Apache's SVN and
do the review in public. That is all a part of what incubation involves
- that kind of code audit.

It's technically possible to restrict SVN paths afaik. Don't we do this for parts of our internal member/infra area already?

The thing is that I first like to browse through the sources, just to be sure. Since the project already uses ASL since a long time, I doubt that there are any problems.

We can also move this into isis/contribution/ and add a README explaining that these are the original projects which got moved to the ASF repos and do not necessarily express the opinion of the ASF.

there? Or is it just that you haven't ensured everything is licensed

The /asf/repos SVN repository is considered entirely public. Folks can
get dumps of it, that will not sit behind the ASF authz file, so
anything that you put in there will be visible to some folks.

Remember that the rules for putting stuff into SVN are much more relaxed

Please create an INFRA jira ticket, refer to your isis ticket.

also, I see you have content and directories in there already, this will
get blown away unless you specify you want to import to end up in there
somewhere.
