Downloaded the juddi-3.2.1 distro, and saw a number of things that probably could be improved.

- bin directory : the bin directory stores binaries, not scripts that could be run.   Should it be renamed "binaries" or something like that?

- distro should contain a readme at the top level which links to the user documentation or gives a short summary of how to install / run jUDDI
