Before mavenization of the taglib docs, one would browse to docs for a 
specific taglib, say bean, like so:

Struts index page -> User/dev guides -> Bean Taglib* -> Bean TLD docs

where * contained a note encouraging use of JSTL wherever possible.

With that being changed to:

Struts index page -> JSP Taglib -> Bean

the note related to JSTL no longer has the same visibility.

Unless the Struts development team now feels otherwise on this issue, the 
notes should be added to the bean and logic TLDs so they get picked up by the 
Maven plug-in in the corresponding docs.

Patch follows.
