Control access to new created folders

This is my first post to the list as I can't figure out how to solve 
this challange.

Situation:
[project:/]
@dev1=rw
@dev2=r

[project:/ext1]
@dev2=rw

[project:/ext2]
@dev2=

How can I limit access by default of @dev2 to any new created /ext.. to 
be similar to /ext2, i.e. none?
By default newly created /ext.. should only be accessible by @dev1
