IIRC, when ZK is unavailable, Oozie essentially "pauses" because most things are waiting on the ZK locks (which obviously can't be acquired without ZK); when ZK comes up, Oozie is able to acquire the locks and continues.  Is that not what you've observed?  If not, I think that's the behavior we want, or that it should retry some number of times or something like that.
