[I] [Task]: Add Python documentation for BQ Storage API pipeline options [beam]

   ### What needs to happen?
   
   We have some Java Storage Write API configurations provided as pipeline options. These pipeline options are naturally extended to the Python SDK as well in snake_case format:
   - [use_storage_api_connection_pool](https://github.com/apache/beam/blob/7c86bf3103fec1d3a6a3a3cbe6ace8a14a85b723/sdks/java/io/google-cloud-platform/src/main/java/org/apache/beam/sdk/io/gcp/bigquery/BigQueryOptions.java#L156-L164)
   - [min_connection_pool_connections](https://github.com/apache/beam/blob/7c86bf3103fec1d3a6a3a3cbe6ace8a14a85b723/sdks/java/io/google-cloud-platform/src/main/java/org/apache/beam/sdk/io/gcp/bigquery/BigQueryOptions.java#L121-L131)
   - [max_connection_pool_connections](https://github.com/apache/beam/blob/7c86bf3103fec1d3a6a3a3cbe6ace8a14a85b723/sdks/java/io/google-cloud-platform/src/main/java/org/apache/beam/sdk/io/gcp/bigquery/BigQueryOptions.java#L133-L141)
   
   We shouldn't expect Python users to look at Java files for documentation regarding these options. Maybe we should add some class documentation above bigquery.py. Or it might make sense to directly add these as parameters to the write transform.
