[RESULT] [VOTE] Release of Apache Tephra-0.8.0-incubating [rc1]

Hi all,

After being open for over 72 hours, the vote for releasing Apache Tephra
0.8.0-incubating passed with 3 binding +1s and a +0 and no -1.

Justin Mclean
Lars Hofhansl

John D. Ament

A couple of issues we need to work on -
1. Justin suggested adding license appendix to LICENSE file.
2. John had issues running unit tests. We will look into the issue once we
get the test output file.
