Fix for SF_NOTIFY_AUTH_COMPLETE not working on IIS 5.1

I've created a patch to fix this, which is based on the JK2 code.
The IIS version is checked in the registry during Filter init and the correct
events registered.

This duplicates the IIS5 check in HttpFilterProc, so I've factored that out.
