### Description
Add operation and maintenance tools to the Audit module to query and compare audit data, and report it to the observable platform.
At present, audit information is only displayed on the front-end page. Here, we hope to implement an audit tool that is responsible for interacting with the manager. When the user has configured audit alert policies, such as when audit data exceeds a certain threshold or when audit data changes beyond a certain threshold, the audit tool filters the audit information according to these policies and reports the required alert information to observation platforms such as Prometheus. It supports configuration.
1.Manager supports configuring Audit alarm policies and interacting with Audit Tool services
2.Accessing the Manager database to query audit alert configuration
3.Compare the audit data sent by Sort and received by DataSroxy, and report the results to observable platforms such as Prometheus and OpenTelemetry through plugin based methods.
