Normal use of junit, without static instance variables in the test class.
Sampler isn't calling setup and teardown before the tests, regardless of whether
or not the checkbox has been selected

the issue was the result of making setUp and tearDown protected. the methods
have to be public for jmeter to use them. need to update the documents and make
that clear.

closing the bug as invalid usage
