Cannot add more than one cookie

I created a servlet with the following in the service method:

            res.setContentLength(0);

            HttpSession session = req.getSession(true);
            res.addCookie(new Cookie("fred", "wilma"));
            res.addCookie(new Cookie("barney", "betty"));

With a telnet:
GET /examples/servlet/Void HTTP/1.1
Host: localhost

Response is:
HTTP/1.1 200 OK
Content-Length: 0
Date: Fri, 15 Feb 2002 00:42:10 GMT
Server: Apache Tomcat/4.1-dev (HTTP/1.1 Connector)
Set-Cookie: fred=wilma
Set-Cookie: barney=betty
Set-Cookie: JSESSIONID=CEE24AF0AE8AF081E3107AA036636267;Path=/examples

The result was tested with either the 4.0 branch or the HEAD branch.
