The sync task's preserveintarget parameter doesn't work correctly.  Given the
task below, the .svn directory and its files will be preserved, but
subdirectories of .svn will be deleted.

<sync todir="somedir">
    <fileset refid="somerefid"/>
    <preserveintarget>
        <include name="**/.svn/**"/>
    </preserveintarget>
</sync>

The problem with sync and .svn is that you have to enable includeEmptyDirs

<sync todir="${basedir}/publish" overwrite="true" includeEmptyDirs="true">
            <fileset dir="${build.web.dir}">
            </fileset>
            <preserveintarget>
                <include name="**/.svn/**" />
            </preserveintarget>
        </sync>
