[VOTE] Release VelocityTools 2.0-beta1

Ok, the documentation is much, much more up to date with 2.x
development and the codebase has continued to stay stable whilst
steadily improving.  I think it's time for a beta of VelocityTools
2.0.

The test build is still available here:
 http://people.apache.org/~nbubna/velocity/tools/2.0-beta1/

Improved documentation is online here:
 http://velocity.apache.org/tools/devel/

Please vote regarding your support for releasing this test build as
VelocityTools 2.0-beta1:

[ ] +0 Have fun; i don't care.
[ ] -0  Not sure about this, but i won't stop you.
[ ] -1 No, because __________________

The voting period is typically 72 hours, putting its close time as
roughly 4pm PST on Wednesday, Dec 19th.  Since i'll be traveling that
day and may take a few days to get settled, the final tally and
release may not happen for several days after that.  With luck, i'll
be sending the announcement before Christmas, so everyone will forget
about it by the time January rolls around and they have time to
actually act on it.  Oh well, at least it's just a beta. ;-)

There are still some TODOs in the docs - also, the docs are lacking some
infos on tools initialization (I created a JIRA entry for this). Nothing
that should stop the release of the beta.
